If you delete it, you'll have trouble performing recovery operations. You can also delete just the Windows partition. Two years ago I bought a Dell Inspiron N5110. It is not recommended to delete recovery partition. Yes, just use diskpart to clean the drive and it will delete all partitions on your drive.
